Which panel is better and more informative website?

Hello

there is a need on the website at the top to organize a brief conclusion is necessary

the average user of information, preferably in the form of a panel.

Have implemented 2 options, and would like to know which one You feel more comfortable:

1. Initially rolled bar which when clicked shows the maximum amount of information about how livejournal(option 1)

The first option is similar to a different kind of contextual advertising, so it happens in the network, people will ignore it, IMHO

Don't know how your experts on usability or you myself, but I try to stick to the same opinion: people should always have before your eyes a information about the state of the system.
In other words, the panel of the second variant is mandatory. Thus, it can be combined with the first panel: remove the label, put the arrows in the middle panel of the second option and when you click on the panel, push the remainder of the panel. Although what I teach. Meaning, I think, is clear.

I'd do the first option, but changed little: when entering the page the panel is expanded after a few seconds collapses (it is desirable that it was above the main content of the page) — the user time to get an idea of what is there (unlike the first option), but don't need an extra click to do to eye blisters (unlike the second). Moreover, such behavior can attract a more emotionally positive attention, and running lines on the pages (and even more in the statusbar :) ) many, including me, are annoying, though also attract attention.
