Hello.
Faced with such a task. It is a network of Windows 7 machines, the topology of the network as such is absent — all machines access the Internet via the switch. It is necessary to configure filtering web content. Before such problems are solved, the Linux gateway with a proxy server.
In this case, unfortunately, not an option. So I thought, maybe there is a client-server software under Windows to resolve this problem. The essence in what traffic to let through a single server will not work, so you need softwaree decision. For example, one machine as a proxy server, but not at the network level and at the level of the software.
Now I will search but maybe someone can advise.

1) In any cheap router of type "Dlink associates" there is a simple URL filter, to begin with may be enough.
2) MS ISA is useful vile agent installed on the machine user and force all traffic to the ISA proxy.
3) Put on any machine any proxy server, configure all other for the use of this proxy and to take away from users all the rights to change the settings + to take in the network settings of other machines default gateway, to avoid bursting, bypassing the proxy.
4) I for a small network solved this issue with firewalls on each machine (I use outpost), which was attended by URL filter. But the update list URL, you need on each machine to make it uncomfortable.
