If by Excel to mean the csv format, it is easy + lots of examples on the net.

In one, quite special, I used a bunch of PHP + CLI + Excel for such work. Of course, this requires the installation of MS Office on the server, but in principle it is possible and works.

Once upon a time there was a class BiffWriter, which could generate fairly simple ekselen files.
But he was paid, did not know how to merge cells and stain them, and in OpenOffice had problems with Russian encoding.
