If the situation is that not everywhere even .NET installed (which means the max XP with SP early or even without them), the iron must be not very powerful. Why not try Delphi? As for me — better framework for developing Win32 applications that do not require .NET. The output will be native Windows application, which (subject to required skills) quickly developed and easily extended. In addition, the latest Delphi IDE (version 2007+) relative to suitable for a comfortable development.
