Know that there are many specialized CMS, there are frameworks and in-house solutions, but still having the problem is to look for a good universal CMS as a base for most sites.
Habracha if You have already faced such problem — advise on options, udovletvoryayuschie my wishes below:
1) Extensibility and modularity
2) Open code (not compulsory GNU\\GPL, and paid, but open source)
3) Safety (primarily this involves timely updating of the holes, if any are encountered)
4) Availability of user friendly admin part (which may be unshaven proger)
5) Code that is fully appropriate the MVC model
6) Acceptable performance
7) the Presence of CCK (Content Construction Kit) (there are in the delivery of Drupal and extensions for Joomla) or its equivalent under another name

I just can Drupal do not know anything.
I would like to say that it's only for PHP, it is better to go to Python or ruby, Yes, but there are no normal CMS, only good frameworks.

Drupal only
1) OK
2) OK
3) OK
4) it's all configured, even without a single line of code to manage and configure through the spec.theme (RootCandy, Polpo Admin Theme) and modules (admin, admin_theme) as possible and to try and write a great admin area as a module that many do.
5) almost OK
6) if well configured as the server software and Drupal itself you can get the PROFIT :)
7) approx.

The third paragraph will give you only leading the ratings with a large audience. But the big three — WordPress, Drupal, Joomla will not let you get all other items. So either accept and join with one and tolerate the shortcomings, or to take risks and try known. Or "velosipedisty" — this path is not ordered to any php-shnik :)

By the way, MaxSite CMS was not looking? They say he's good.

"Universal CMS" it is rather unnecessary dreams.
If you examine one CMS good enough it is possible for her to do all ( or almost all ) good. But this does not mean that it is used for good purposes. But we have to choose what to go to waste less time to develop.

I use WP, but I know people who uses the same Drupal. Joomla IMHO sucks, but everything else — not worth the attention. Between Drupal and WP, the difference is rather ideological. The first rigid frame, the "ideologically correct" decision. The second is the minimum required functionality and anarchy, with a mad variety of plugins.

Performance is just the level of understanding of the work of CMS can be almost any setunit good enough. But the ideal CMS will never happen, because it has inherent redundancy of universality.

And there are "universal machines"? In prinitspe, yeah... like the entire line of Jeneral Purpose, pronarodnyh language turned into a Jeep. On it and go to the city and on the ground and the load to carry and show-off to catch up.

from the practice development...
in most cases, I use Drupal for small sites mostly wordpress from joomla had to be abandoned as the price development of add-ons is higher than customers are willing to pay.
