The problem is the huge font, inscriptions of the menu and tab names, respectively, the tabs themselves are huge.

Netbuie themes help only partially, without touching those things, or I missed something.

Just put a fresh Opera, distro Archlinux x64_86

As already suggested above — you can reduce the icon size
To reduce the size of the fonts here: opera:config#fonts
Another useful tip how to increase the space for open tabs: it is possible to remove the inscription "Menu" from the red button. Here's how:
1. Right-click on the red button
2. Settings -> Design
3. In the toolbars tab, change the "Styles:" to "icons Only"
4. OK

Menu occupies half of the screen. A resolution of 800x600, with regular 1024x600, Intel while wood is not configured, but vertically nothing will change! Especially weird looking screen with speed dial — because of the huge labels from the bottom "... TAAKOEE EXPRESS PANEL????" and because of the space occupied by the tabs on top, place under her is almost gone... But before I the menu was not cleaned — the space was enough.
