A VPS under CentOS with installed splash. Periodically, the server starts to slow down, but:

1. The processor is not loaded (involved less than one percent).

4. Mysql did not seem to slow down.

From the observation of their VPS (CentOS + ISPmanager) — LA significantly increased during backups. tar on large volumes of data raises LA to 3-4, rsync at the time of file Association raises to LA 1-2, rsync during the actual file transfer has almost no effect on LA.
