Interested in obtaining a Federal number that you its counterparties:
-how to send messages
-and to accept messages from them
by a convenient interface.

Opsosov implemented, for example through the usual http Protocol, with the ability to receive and send texts on it. But what would such a thing even just feel the need to pay for the connection, money, and in my opinion considerable.
