There is some system, a growing parameter. It can be easily obtained by reading the special file.
You want to visually display the dynamics of its changes depending on time, I assume that you will use some kind of schedule.

What should be the schedule and how it should look to provide this information in the most convenient and intuitive?

And by what means it is possible to organize in a Linux environment? Preferably something to do with Python or Bash, since I know best.

RRDTool has to cope with the task, IMHO. There are binding for Python.

Write a simple cron job that will write the value to a log file, then the Python script read the log and using MatPlotLib build schedule.
