No, you can't. Win7, marching in the kit with the laptop is an OEM version tied to the motherboard of the laptop. In the computer to which you are going to use Win7, laptop motherboard will not, therefore cannot be OEM Win7.

And you can buy somehow OEI version without buying a system unit? 1000 rubles is still nothing to sneeze at. Could be some program you can get the OS cheaper?

I'm not a lawyer, but I have the feeling that all nalagama Microsoft restrictions (e.g. the imposition of use to me I sold Windows only on one laptop) is illegal in the Russian Federation and contradict the Civil Code. Accordingly, if you are not lazy, if anything, to defend their case in court — use it. Another issue is that when you travel abroad can cause problems, because it has its own laws.
Not willing to give references to specific articles of the civil code, but been wanting to update your knowledge about this and to write a short article.
In General, I eventually installed Ubuntu (after being a user of Windows since version 3.0 in 1991) — and forgot all of these licenses as a nightmare.

Now I was pleased in one store, saying that OEI sell, but it is tied to the motherboard of the computer when you first install it exactly?

When checking check, credit documents, except in naklady system unit must be specified and OEM Windows.
If it is not present then the "Windows is not licensed". As Varian to sell the system unit, and then to buy it already with OEM Windows.

The legality of their actions I did not specify, probably on the license is wrong.

But did exactly as you wrote. Demolished 7ku on my netbook, and set Ubuntu. And on the desktop put the seven and scored the serial number on the sticker. Works.
