It became necessary in real time to synchronize part of the base 1C with a remote database to PostgreSQL. No more or less simple solution is not googled, maybe someone already did this?

If 1C 8.1 or higher, use the web-service (wsdl)

For a practical answer too little information.
\r
First, the unknown platform of your 1C database and its configuration.
Secondly, on account of the second database with data in PostgreSQL in General, no information — able to work with web services, xml files, Excel or simply to text files in the end? And it can have another 1C-Kai-only configuration to PostgreSQL?
\r
It is not surprising that you have not googled :)

Initially a database in any form be stored? Generally if the original database stored in PostgreSQL it is possible to do database replication using Pgpool-I or Pgpool II.

To write to the database PostgreSQL from 1C through ODBC using COM, easy to Google. Synchronization is commonly done through the exchange plans, but they probably can live without.
