Requirements:
ACL access. the ability to create accounts with login/pass for different users;
the ability to limit speed;
easy setup;
to be available in the repositories/PPA's, or even just deb packages;

And the squid by the way, may well be a "simple proxy server under Linux". There is nothing monstrous. Collect only the necessary options and all.

Try 3proxy. However, repositories do not have it.

anon-proxy competitor privoxy, works easy enough to install it and it is already running.

127.0.0.1 port 4001. If you use the browser, nor forget the proxy settings to tick "use for all protocols".
