How's taken out of the situation, when the house uses a dedicated media(file or as you want, and call) server is included 24/7, pumping, distributing, and showing films on the TV, and we need it to add to download torrents (Windows), follow the priorities, etc.

To add torrents in uT in fact there are three possibilities:
1. RSS downloader, which will download all that meets the specified criteria. The decision is completely Autonomous, but can stack a lot of extra.

I think Windows should not be considered stable enough environment for this application. Most solutions, like described here uses the capabilities of various Linux distribution. For Windows I would use some remote control device in conjunction with the web interface in uTorrent. Plus you can try to collect the full local server using Apache and scripts, but this work is quite complicated.
