To hire a remote programmer for time-based pay in my opinion quite silly.
He sits at home, but at home most people have not very good performance.
If he's not home, he's on your project will spend their most productive 8 hours a day.
And he's not very interested in the success of your company, and the control you have over it is not, you're paying for the work. If it doesn't work, you will be fired. Do you need it? You don't mind the time spent?
