To hire a remote programmer for time-based pay in my opinion quite silly.
He sits at home, but at home most people have not very good performance.
If he's not home, he's on your project will spend their most productive 8 hours a day.
And he's not very interested in the success of your company, and the control you have over it is not, you're paying for the work. If it doesn't work, you will be fired. Do you need it? You don't mind the time spent?
In General, I would advise you to look for a programmer and pay by the piece. Clearly TK and clearly for him to claim. Maybe then the quality will be acceptable.
