There is a forum — it's 15.000 registered users with confirmed e-mails.

Users want to receive the newsletter regularly via forum mail.

How to send letters to them, and not end up in black lists and other troubles?

15K is not much, even for daily mailing. Use standard methods for forum (ipb is well able to do).
It will not hurt to write a ticket to the hoster and ask, what's the limit on the number sent per hour letters.

In IPB there is a queue of letters, i.e. how many emails to send at a time. if everything is beautiful to set it will not get blacklisted :)

By the way, the host can be section in the contract or FAQ which outlines the terms of mass mailings.
Failure to follow these rules might just be "other troubles".
The two whose services were used, were the rules:
— No more than so many of the letters over a period of time.
— Another more complicated: the same limit for the period and the requirement that all the letters clearly indicated to whom there is a letter why it is sent and a description of how to unsubscribe from the mailing list (detailed instructions or a direct link to unsubscribe).
