Good afternoon, I would like to know if the shaper for outgoing traffic? Marking packets using iptables not to offer, well and ready solutions such as mastershaper. I would like to see the example!

Just don't shoot traffic and also make the vehicle on default, don't understand the essence of your problem?

Use htb.init, I have them all set up, and then just take a look that it will generate or read all the same materiel, for Kapitsa still outgoing traffic, not incoming.
