I read about the CDN and figured that really it would be faster to static files via some external server, focusing on the geography and the proximity of the acceptor.
The question is - is anyone using this? And if so, did you feel some kind of positive effect, whether the experience is pleasant and generally, tell us more. I heard about Amazon Russian counterparts, but no clear picture(and on the websites of companies basically offer the hosting).

For example from (mt) mediatemple ping to the server from Russia is bad.
For $20/month you can include them to the CDN and static pages becomes a normal ping. It is, moreover, itself is able to determine what is static and how to keep it (small files in RAM, large disks). It is possible and manually.

Tell me better what metrics to use to determine the geography and the proximity of the acceptor. It is often the situation that is physically present and no TV.
Let's say there is a group of servers in Moscow, but the rest are scattered in Russia, from Krasnodar to Irkutsk. In addition to server any hardware not present in the regions.
