Budget up to 30K, on Windows the server will spin domain(60пользователей), Praha procs.

I think to take or ready a server, or to collect... what would you recommend?

Better not ESXi, and hyper-v. You are just in free ESXi license will be noticeable, but under hyper-v You will have a plus — excellent integration with win2008R2.
\r
Prahu, however, did not run under hyper-V. But I have it on centOS substituted for such.
\r
As a result, in 30K it is possible to meet, because the domain does not require a particularly the gateway too. And hyper-v will pull any hardware, unlike ESXi, which list much already.
\r
If ESXi still, then take a motherboard from Intel and ESXi with her well get along.
Iron is best to check for compatibility on the vmware site in advance.

You choose — pay attention to two things: a RAID controller (datastor for machines, he will be ESXi and SATA and flash) and network take Intel. Everything else is not so important.
Here: www.vm-help.com/esx40i/esx40_whitebox_HCL.php there is quite a large list of officially unsupported but verified iron under ESXi.

Special load data services will not give, but the stability they need in the first place. So it is better to take branded iron marked "VMware Ready". 30 Grand, however it will be very difficult to fit in.

If you do not make the domain controller filopovic, it will fit any raid controller from the HCL, able to RAID 1, this will cost <300$.
\r
As alternative ideas, you can see a cheap NAS (NFS able or iSCSI), VMware Certified, such as Iomega or Synology + diskless server flash hell.

Why pay a lot? :)
Take any hardware that satisfies the performance. Put Linux with Xen. If you need to create a software RAID or LVM. Do paravirtual VM for FreeBSD (alas, support for x64 architecture the guest in the case of para-virtualization, FreeBSD is available), and Windows run as HVM. If instead of BSD on the guest to use Linux (you're probably not important?), then all the chocolate.
Total cost of software — only license for Windows 2008. And the administration significantly more save.
