There is no "HTML-SVG".
SVG uses the XML markup always. Accordingly, any program that can open SVG files, open that you quoted, if you save it to a file.

Do not sign up for the above products (not used), but "Affinity Designer" and "Graphic" take it from the buffer, and the very graphics to the clipboard, copy it code.

Have saved the code as *.svg using regular Notepad - all right opened in the chandelier. There the eye is drawn.
