Why habrahabr blocks requests on an RSS feed based on user-agent information?

As an aggregator of RSS news I use akregator, but for about six months cannot get the tape. It is easy to verify that all the fault of User-Agent:

Apparently, someone actively flood a website with a UserAgent containing the word akregator
And blocked not only the queries to rss, but everything on the server, apparently. And not blocked, but just slowed down, apparently — I start to swing at 5 bytes per second :)
