Why the CPU heats up quickly and cools down quickly?

Percents: i7-8700K
Overclocking: minimal (in bisou Z370P mode is selected "fast")
Cooler: deepcool gammaxx 200t
Paste: MX4

In idle everything is perfect, 28-30 degrees. All the fans at the minimum.

As soon as the load (render/stress test) the temperature for 2-3 seconds rises to 90 degrees and holds. The CPU begins to noticeably raise the rpm after 1-2 minutes.
As the load disappears, the temperature again for 2-3 seconds drops to 30 degrees.

Why so quickly heats up? Not enough cooler(and why did so quickly fade?) A bad installation of cooling?. The first time I see this.

Most likely bad contact of the processor with heatsink - dried/missing thermal paste or mounted out of alignment.

According to the specs in the cooler for up to 95W percent, i7-8700K just like that. So there is no stock and if the manufacturer somewhere lied or was married(bad soldered heat pipes for example), it may cause a problem. In General the Intel for that recommends WITH percent at 130W.

Alternatively, find a thermocouple and compare changes in temperature at the radiator with the CPU.

this cooler is for a maximum of 2 nuclear percent. You have a K with a acceleration as you say there are already at least 130W.
