We need to organize a sync certain folders between my laptop (Win), PC (Win, server with white IP) and smartphone (Android).
There is a RaspberryPi with Minibian on Board and white IP. You can buy a SSD, but it is better to implement everything on your PC.

First, some will offer server synchronization solution for Windows and Android, version-control, delete to the recycle bin, without castration or hidden under some regular (masks) of files? Or is it better to use the cloud (not going to pay, you need at least 30GB)?

Secondly, how on Android to make the automatic movement of files namely photos below of the folders /DCIM /DCIM/Videos /DCIM/Panorama, etc. all moving on the device in the folder /Pictures/Camera, and then I would sort it all on my laptop in folders? Use Seafile Luke! You can deploy on-prem, almost all of these features he has. About the only baskets do not remember, but storage of versions, and everything just is.

I just synced the files between Android and komputer with resilio-sync (formerly sync).
And the wind from the Android folder you need softlinks to shoot anywhere.

the capabilities of the free version is enough.
"cart" is available for remote settings resilio.
