First specify which plugin you are working to offer services?
If you use Woocommerce plugin, there are additions:
1) https://wordpress.org/plugins/dynamic-pricing-and-...
Option to set rules based on : Weight, Quantity, Price, Total Units and Number of items.

3) https://wordpress.org/plugins/woo-discount-rules/

If using some other plugin, look for additions to it or write a plugin for that.
