German IP, but the sites define as a Russian, how?

Raised vds in Germany, German ip. On Ubuntu, installed openvpn, the server did as a proxy. When I from the computer try to connect to banned sites, it POPs up a message about blocking of this resource in Russia. As well, I'm from Germany? Start for example the nexon launcher(the game is banned for Russia) everything works fine. So why I can't visit forbidden sites? Strangely, if you open incognito tab, some torrents are open and some are not. It's like the browser merges the info about me provider. All learning objectives. The Chrome browser works partially in IE. Question: how do I visit those sites? Logically, I get German ip, then in the encrypted mode they get to me on PC as the provider finds out about where I was? Who is the spy?

There are plenty of options to know what You are trying to provider...to blow :) for Example - the language of the installed axis. It is unlikely that the German, sitting on a German VPS would be to put a Russian Windows, not? The language of the browser, again
