There is little experience with the plus sign in the University and the pet-projects. Then for a long time was to work on the sharp. Now I want to update the information on the current status of C++. To read something like Stroustrup with all due respect to him.. no special desire.
Maybe someone came across a good article similar adaptation? Well there how is the work with pointers in 2018 (I vaguely heard something about auto..), libraries, decently stdio/using namespace std(boost, or has it already unfashionable, too?) And then immediately work after all functionality .NETа bare si on the memories of 10+ years ago looks very painful.
Ideally would be in Russian, but and powerful English able to manage...

Well, that is, you from scratch. Okay, if excluded Stroustrup, the fifth edition of the good books of Lippmann proupdater to C++11.
Imagine any one article, which would teach modern C++ with the level of pet-projects to any decent hard.

Meyers recommend, but this book is not for learning from scratch, but rather to upgrade to C++11/14:

You can go to coursera and look for courses on the advantages of Yandex (white and yellow belts). They kind of are all available free of charge for review, i.e. if you want the job done, then you can watch it all.
And so, read a book. Lists of good books where there are many.
