Can the designer work only in raster mode?

Maybe my question will seem wild, but I'm new. Well, as a beginner, I know Photoshop is for raster task, a lot of it worked, decided to go into design professionally and then you realize that there all or very much is done in vector. Here, for example, downloaded a preset design mob. app, downloaded the new photoshop (CC), opened, and I see a huge number of vector elements, and do not know what to do with them, how to edit etc. even the text layer can't edit, he just not selected.
There is some alternative way but to understand all this? Not trolling if that.

If you want to deal with interfaces —forget about Photoshop, learn to Sketch or Figma.
And Photoshop Express that he is well able to work with raster.
