To parse through your website or directly in the app?

Write app for Android roughly news feed, the material for which was parsed with a pair of external websites. I think it is more efficient to create a little site that will parse the data and save them in dB, and then distribute a small rest api through which I receive the news directly on Android. Or is that special result does not give and is easier to hang the whole parsing for Android with caching?

Better it makes the server and the client communicate via the API of the advantages I see: economy of resources, the ability to store on the server, Express client( the client made one request, the server may go to several sources, either already went and gave from cache/storage), the ability to implement on any server-side programming language.

If of Android application:
1) the Extra work (every user is on Android to do it).
2) the Extra costs of the battery, severe restrictions on background operation

Therefore, through the server (not via web site).
Plus, the data from the server can be digested already prepared for display and Packed.

And um servers should be several, because if you share the same IP address will get everything on the website, the admins of the sites for the load and you may be banned

It seems to me, or you want to reinvent RSS aggregator? Look, they're ready to eat. Even if they do not fit - read how.
