SOLVED
ssh -v user@host
It was the rights on the folder .ssh
Should be 700

Version linux red hat 7.3
Ssh like the second one
In /etc/ssh/sshd_config written
Protocol 2

At LAN win7 generate the key
ssh-keygen-t rsa -b 4096 -C "email"
The contents of the id_rsa.pub thrown in ~/.ssh/authorized_keys
Restart the sshd service.

Connect ssh username@hostname

Does anyone know what the cause of this ?
Or where to dig

Errors does not produce, prompts for a password.
In the config it is written
RSAAuthentication yes
PubkeyAuthentication yes
AuthorizedKeysFile .ssh/authorized_keys

Should be 700 for the folder and the key file to 600

On the server you can watch tail /var/log/secure
