Contact your reseller for GSuite and he will answer you correctly and most importantly his response can be considered with at least some reasonable basis for action when it comes to compliance, licensing and so on.

Google absolutely do not care, this is me as a individual entity and the user gsuite say. The only thing BUT - if the pay is not through a reseller, the obligation to pay VAT in Russia are the user's responsibility, and individuals in the Russian Federation VAT can not pay. So better through a reseller to avoid.
