IMHO it is not necessary to use the Habr as a "platform to build TIC"

All the links, I think, carry a certain amount of TIC (perhaps they are even more...). The value of the us Yandex will not open. The main benefit of the link will increase in the interested audience. In fact, for clearly seonow link Hebraist may award the cons.
In General useful links in moderation (2-3 per post) — just a plus.

reread the question carefully. it was just on topic links. because the topics-links to refer to a resource not directly, but through a redirect, then TIC it will hardly add.
