Hello!
The ultimate member plugin (there is an option to activate user account through the confirmation email or manually by admin). You can also pick up a plugin that will close the user access to reading the blog. You can configure user rights through the user role editor.
There is also the plugin WP Recall, but I don't know whether it has the necessary functionality, although this plugin is easy to extend with add-ons and it is possible to pick up something.
