How to check the availability of ports to a particular service?

In General, you need to check the availability of a specific address and two ports, 80 and 443. It was my address on that service, they just opened.
How do you test? Telnet? o [adress] 443/80 ?
Please tell me.

If TCP, then come down and telnet. But the best nmap.
