there is folder structure

there are users отдела1 and отдела2.
We need to organize what would users отдела1 could be rummaged on all the folders and write only in their own, so as the user отдела2 only write to their folder.
the public folder mounted as a network drive for all users.
I know how to organize access to specific folders, but how to be with nested?
