Database which almost all to utf8_general_ci but one of the table in win-1251 .

After backup you can't restore this backup. Open the backup in Notepad the Cyrillic alphabet following the picture

Characters are displayed in hexadecimal codes Win1251
xC2xE5xEDxE5xF0xE0 is C2 E5 ED E5 F0 E0 is Venus
This means that the file data is not corrupted by change. They just need to read in the coding win1251.
It's possible that if you open the file with an explicit indication of the charset win1251, for example using notepad++, you will see the correct data.
How to restore them - is still unknown, as you have not specified neither the type of database, or you did a backup.

You need to split the dump into TWO files, and open each in its encoding. If the encoding of the original is DIFFERENT, what are you trying to achieve shamanic rites?
