Hi there,

Just wanted to reply to let you know that I have developed a Chrome extension over a number of years that can do exactly that. It is called xTab. You can find out more information about it at https://xtab.app. The free version has over 120,000 weekly users, and I just released an enterprise version earlier this year that can be managed using GPO.

It lets you configure the maximum number of tabs, the behavior for when the maximum is hit, if the maximum should span across multiple windows, etc.
