How to connect webhelper plugin for Geany?

Good day! Decided to develop on Django to use the Geany IDE and I found this page on their wiki. It is proposed to use the Web Helper plugin to display browser direct in the IDE. By the way, is Ubuntu 18.04 x64.
Actually a question: how in Geany connect plugin Web Helper or any plugin?

PS Before you ask a question, flipped through a bunch of forums, but have not found the answer.
