Emigrirovat not startups, and people. Accordingly, each country has its immigration laws. Unrealistic just pick up and leave for life. Must be either starting capital, or investor, or to work on site or remotely.

The question should be clarified: "that means favorable conditions?"
For me, Ukraine — mega-favorable for it given the large field for the implementation of the it services against the background of General technological backwardness :)

Well, needless to USA, Canada, Australia, possibly the world Bank — at least meet two conditions: 1) a favorable environment for start-UPS and it 2) have the opportunity to status in the presence of normal story of a startup. There is a famous study by Startup Genome, about the most interesting parties, but I think from the us all behind. But in the States the problem — it's hard to get the status. They're the draft law consider, but what it really is — hard to say.
