In the application, using the class HttpWebRequest and Uri "https://google.com" when you try to get out HttpWebResponse WebException {"The remote server returned an error: NotFound."}. And this story with all https sites.

What could be wrong?

Connection to a web site with SSL setting: Require ClientCertificates is not supported in the current Windows Phone 7 application model. (note: only basic authentication is supported).

As you noted, the ServicePointManager is not exposed to Windows Phone 7 applications and there is no other method available to applications which would allow you to intercept the server certificate validation.

This informative post often causes problems.
Check the correctness of the request (using Fiddler, for example). You just want to upload data or send something?
