xen & cpu usage

I have a server with 8 cores, centos on Board with the kernel under xen.
Running the dev with a configuration file containing

cpus="0-7"
vcpus=8


wdsci idle at 1-2%, on a live server 99%. Sites, respectively, open for a long time.
What could be wrong?
