Actually a subject.

Why might that be? the phone is stupid in all senses(on 1 external IP, you can hang just one phone), model 1603, as described in the instructions on ports 1719 and 1720 — they are forwarding does not work — NAPT error

Why might that be? Plugging in the router and the port forwarding is incorrect or makes a phone with portforwarding does not work, only with DMZ? or maybe port some besides used which is not reported? in this case, how does it know?

DMZ is not suitable due to the fact that lots of other service ports is also trying.

apparently wants RTP
Try to traverse 16384-32767/UDP
If you do not help, you have 1024-65535/UDP push.

The documentation dlink about automatic pickup in the RTP h.323 nothing is written.
A full review of h.323 similar devices do not. To guess the dynamic port number used heuristics — some of the rules describing what a particular offset in the packet is the port you want to forward the additionally. Usually.
In practice little more than different parameters of the heuristic breaks.
In your case dlink, obviously, guessed wrong.

And anyway, it's not a consumer device, but a component of the corporate telephony AVAYA.
Contact by the integrator or wherever you found it. He will solve all the problems for the appropriate money — sell marshrutizator establish the tunnel between offices.
