You need something good in OOP, C++, and DirecxX SDK.
After this, a similar question will not.

If 2d, then it may still not pure DX, SDL, Allegro, or some other Popcap?
Just now hard deprecated DirectDraw, Direct2D, go to 3D will not help in any way, other XNA already in managed-languages.
