In Word (Office 2010) created a table of contents, but clicking on the links in the table of contents appears the message "This operation has been cancelled due to restrictions imposed on this computer. Contact your system administrator".
The same problem occurs with http link, but they are in the documents are rarely needed, but without the table of contents to hard.

Under the administrative user of the same.

On the Internet there is mention of this problem (forums, tecnhet.ms, answers.ms, support.ms, ...), beginning with Word 2003, but explanation and no solution.

Are offered some "magical" actions, a side effect which some users is the disappearance of this error:

"Try to clean the registry, there is a wonderful program Reg Organizer..."
not tried, but suspicious of the idea, to put the left software, General purpose

"And try the settings in word (Tools — Options — edit tab) uncheck "CTRL + click to select hyperlink" and try the operation again"
tried, did not help

"1. Start Internet Explorer.
2.In the menu select "Tools" => "Internet options".
3. On the programs tab click "Reset"
4. Press OK"
Tried, did not help

"I don't know why, but most of helps install another browser to be default, then its demolition"
Strange idea, but did not help.

"1. The IE browser — the installation default.

2. Make default browser — any other browser.

3. Now, again, make the default browser IE with default settings."
Did not help

UPD:

The result:
When Chrome takes the default browsersto, Word begins to blunt.
Install Firefox with the flag "Make default browser" treats Word.

We could dig deeper, but at the moment all that I need in the office did, and in the near future is hardly a Word need again.

So the easiest way is to suck it up. And in case the "working recipe" is=)

And you can see what you have in security policies in the following paragraphs:
\r
gpedit.msc-> User Configuration -> Administrative Templates -> System -> Don't run Specific Windows application and only Run specific windows application and Restrict these programs from being launched from help?

It was good for me:

Step 3. Check if the value of htmlfile to the default setting in the HKEY_CLASSES_ROOT \\.html
Click start and then click Run.
In the Open box, type regedit, and click OK.
Locate and click the following registry subkey:
HKEY_CLASSES_ROOT \\.html
Make sure that the option default is set to htmlfile. If not, click the right-click option (default), click Modify, type htmlfile in the Value field and click OK.

Only when manually changed, and there was some left value, then it worked.

bat file www.local-it-guy.com/tips/restrictions.html gives some errors, something changes, but in the end the links in Word not working until you reinstall Firefox.

NAC/DLP agent is not necessary. Should Kaspersky crystal. Suspend protection, the result does not change.

I would look here:
[HKEY_LOCAL_MACHINE\\SOFTWARE\\Classes\\htmlfile\\shell\\open\\command]
@="\\" C:\\\\Program Files\\\\Internet Explorer\\\\IEXPLORE.EXE\\" -nohome"
Before:\\\\ need to remove the space.
