Winter is coming, and I decided to buy an eReader, but can't find the answer to your question:

Any restrictions imposed on the use of public transport weather? That is, until the "minus how many" degrees it is still possible to use, say, in the bus, and after how many it is better to leave them at home? In other words, what plug temperature is considered for e-paper working?

It seems to be clearly formulated.

Reader do from home nowhere better not to carry, the screen is very fragile, quite harder to press a finger to it to cracked and new will cost less than half of the new reader. So what about public transport it is better to forget, then you do not want to give 5000r for new glass. Screen thickness of paperback book 301 0.5 mm for example, consider spit and break. So only careful storage at home.

it seems to me that the faster li-ion batteries will start to lag with a small minus.

For different types of paper figures differ slightly, but overall close.
For example, iRex:
Operating temperature
5 — 35 C
Storage temperature
-10 — 45 C

Last winter somewhere at minus 25, my Pocket Book was dead, and is alive again only after two days of warm. Above -25 problems reading in the subway was not wearing a jacket.

PocketBook have major problems with screen or battery, and with condensation inside, which can kill the chip. I think it applies to other readers. Symptoms can appear within a couple of weeks or a month after several cycles of "cooling — sudden heat."
