Wonder whether it is possible to implement?

Ping Ping = new Ping();
PingReply pr = ping.Send(s);

Code problems in Latin domains. But Russia does not want.

By the way the standard Windows ping also does not see them.

All ingenious is simple, if someone need here is an example —
\r
\r
using System.Globalization; ... private void btnIDN_Click(object sender, EventArgs e) { IdnMapping idn = new IdnMapping(); txtIDNadress.Text = idn.GetAscii(txtDomain.Text); }

I suspect that in your case it is necessary to ping deployed in punycode. And utilities haven't rebuilt everything, apparently. Works for me:
\r
$ ping President.Russia
PING President.RF (195.208.24.91) 56(84) bytes of data.
64 bytes from xn (195.208.24.91): icmp_req=1 ttl=56 time=28.8 ms
64 bytes from xn (195.208.24.91): icmp_req=2 ttl=56 time=28.2 ms
\r
$ ping xn--d1abbgf6aiiy.xn--p1ai
PING President.RF (195.208.24.91) 56(84) bytes of data.
64 bytes from xn (195.208.24.91): icmp_req=1 ttl=56 time=30.8 ms
64 bytes from xn (195.208.24.91): icmp_req=2 ttl=56 time=27.8 ms
