App on Perl and config files?

Is there any platform independent way to deploy the application configuration? I would like to when you run the commands:
perl Makefile.PL make && make test && make install


configs are installed in /etc/ (be sure to view the PREFIX). Since the OS uses FreeBSD, it is in principle possible to use make-hooks for this. But this does work only on FreeBSD.
